WHat do out hink of my idea to get rid of modders and hackers on xbox live and PSN?

I was thinking about making a group that protest modders/ hackers on XBL and PSN. I was thinking about making a site where everyone can go on and report a player (and has proof of them hacking/ modding) so everyone can report those players to make each console safe.
