How come the FA did not charge Tony Pulis for the same 'offence' as SAF?

Turns out that the FA did not charge Stoke manager Tony Pulis for the SAME 'offence' of talking about a referee before a match. Tony Pulis complimented Webb before last month's FA Cup semi-final against Bolton. Pulis said of Webb: "He's as good as there is — anywhere in the world. Howard's a great ref in my book."
