Xbox Live account management?

Does Xbox Live have to use Windows Live ID? because I only have a yahoo email account and I sent some DLC for Dragon Age II to it. but Cannot activate it because there is no apparent way to use Yahoo on XBL. So it seems kinda butt-******* stupid if it even lets you send it to a different email Cuz then, you essentially waste it. WTF.
